H0853 — Mobile Home Park Regulations

House Bill 853, filed December 19, 2025, proposed to authorize counties and municipalities to adopt local laws and ordinances relating to mobile home park lot tenancies and to revise obligations of mobile home park owners and mobile home owners.

The bill would have authorized local governments to adopt and enforce local laws, codes, or ordinances governing mobile home park lot tenancies. It would have revised the obligations and responsibilities of both mobile home park owners and mobile home owners, authorized code enforcement officers to cite violations to either party, removed a provision making mobile home owners responsible for certain fines, and authorized local governments to bring civil proceedings against mobile home park owners.
